Public Assistance
Public assistance is a system that helps households who have become unable to sustain their standard of living by providing them with temporary funds in order for them to become able to support themselves again as soon as possible.
A minimum standard of living in aspects of life including culture, health, etc. is guaranteed for all Japanese citizens by the Public Assistance Act.

Public assistance for foreign nationals
According to Article 1 of the Public Assistance Act, the national government is required to support Japanese citizens that are unable to maintain a minimally acceptable state of living. However, this does not apply to foreign nationals.
However, the national government has notified municipalities across the country to provide public assistance through the same act to foreign nationals that are legally residing in the country (permanent residents, long-term residents, etc.) for humanitarian reasons.

Life and Welfare Fund Loans
Low income households, etc. can receive loans, such as for their welfare, education, etc.
