Gifu City supports those with physical or intellectual disabilities by offering consultations, support payments, medical expense subsidies, disability welfare services, welfare facilities, etc.

Disability Support Classifications

There are six different disability support classifications.
In order to neutrally and fairly determine which support classification a person belongs to from a specialized perspective, Gifu City has established the Gifu City Disability Support Classification Determination Committee.

How classifications are determined

*Disability support classifications
These classifications are one of the factors that determine the kinds of services available to those with disabilities, the frequency they can use them, etc.
They consider the diversity of each disability, the mental and physical condition of each person, etc. when determining appropriate support.
These classifications apply to those 18 or older

Things to be aware of

Disability support classifications will not be conducted when determining the eligibility for training support service payments.
(Excluding some services for those receiving communal living support)

Types of Disability Welfare Services

Long-term care

Long-term care is given to those that need it in their everyday lives due to a disability and includes care given by domestic care workers, facility care workers, etc.

  • Long-term home care
    You can receive help with bathing, using the restroom, eating, etc.
    A care worker can also accompany you when going to the hospital.
  • Home care visits for those with a severe disability
    Those that have significant difficulties moving around, etc. due to a severe physical or intellectual disability and require constant care can receive it for all aspects of their daily life, such as when at home, when going out, etc.
  • Comprehensive care for those with a severe disability
    Long-term home care and other disability welfare services can be provided even to those that particularly need to always be receiving long-term care.
  • Behavioral support
    Those that have a significant intellectual disability, etc. that makes it difficult for them to move around can get support in doing so and avoid accidently injuring themself/others.
  • Accompanying support
    This service is available to those who experience significant difficulty in moving around due to visual impairment. As a part of the service, a staff member accompanies the impaired individual on outings, and provides them with relevant information as well as assist them with using the restroom, eating, etc.
  • Short-term admissions (short stays)
    If family members, etc. cannot provide home care services due to reasons such as being sick, those that normally receive them can instead be admitted to a facility to provide them assistance with bathing, using the restroom, eating, etc.
  • Long-term physical therapy
    At medical facilities such as hospitals, patients can receive care to restore basic functions, have their progress monitored, receive nursing, long-term care and daily living support.
  • Long-term living assistance
    Those determined to always need care can receive assistance with bathing, using the restroom, eating, etc. mainly in daytime support facilities as well as get the chance to participate in creative and productive activities.
  • Facility admission support
    Those that are admitted into a facility can receive support during nights and holidays with bathing, using the restroom, eating, etc.

Training support

Those with disabilities can receive training support to improve any impaired functions, encourage greater independence in everyday life, and to find employment, etc.

  • Shared living support (group homes)
    Assistance with bathing, using the restroom, eating, etc. can be provided at shared living facilities in local areas mainly during the nighttime and holidays.
  • Independence training (function restoration, training for living independently)
    Training to restore physical functions and promote independent living are provided based off of support plans for citizens to lead independent lives and participate more in society.
  • Employment search support
    Those seeking employment can increase their knowledge and skills necessary to do so via practical workplace simulations, job hutning support, etc. This instruction will be provided based off a support plan.
  • Continuous employment support (type A/type B)
    Those that find it difficult to get employed can be introduced to work that is appropriate for them as well undergo training to provide them with the necessary knowledge and skills and any other support deemed necessary.
  • Employment retainment support
    In order to help people with disabilities who have been recently employed by companies, etc. through daily life independence care, independence training, employment search support, or continuous employment support, these services provide necessary support for contact and coordination with companies, welfare service providers for persons with disabilities, and medical institutions, etc., as well as for solving problems in daily life that arise through each individual’s employment.
  • Independent living support
    Necessary support can be periodically given through home visits or on an as need basis to help citizens learn the necessary skills, etc. to live by themselves.

Support for Children with a Disability

Children with a disability can get training/support to help them function in daily life as well as adjust to communal life. This support specifically refers to children receiving training and socializing with others after school as well as days that school is not held (weekends, summer vacation, etc.)

  • Child development support
    Instruction for daily life, important knowledge and skills, and training to adjust to communal life, etc. are provided.
  • After school day services
    After school and during long breaks such as summer vacation, children will be given training that improves their ability to live independently, increase their interactions with society, etc.
  • Home visit child development support
    These home visits are provided for children that have a severe disability and have difficulties going out on their own. They are provided with instruction for daily life and important knowledge and skills.
  • Daycare, etc. visit support
    Children with a disability that are currently enrolled in or plan to enroll in a daycare and applicable staff of said daycare can receive on-site, specified support to help them adjust to communal life when deemed necessary for the child.

  • Special disability allowance
    Those aged 20 or older with a severe disability are eligible. *You can apply regardless of if you have a disability certificate or not. Income and other restrictions apply.
  • Special child-rearing allowance
    Those raising a child younger than 20 years old that has a disability are eligible. *You can apply regardless of if your child has a disability certificate or not. Income and other restrictions apply.
  • Children with disabilities welfare allowance
    Children younger than 20 years old with a severe disability are eligible. *You can apply regardless of if the child has a disability certificate or not. Income and other restrictions apply.
  • Foreign national physical/mental disability welfare support payments
    Foreign nationals living in Japan with a severe disability that are not receiving the basic disability pension are eligible to receive these payments. *Income and other restrictions apply
  • Home visit meal delivery service
    Lunch and dinner can be delivered to citizens as well as serving as a safety check for people with disabilities who stay at home (paid service). *Conditions apply
  • Support device partial reimbursement
    This includes costs for wheelchairs, prosthetic limbs, hearing aids, etc. The user will still need to pay a portion of these fees.
  • Partial reimbursement for goods needed in everyday life
    Special toilet, special bed, etc. The user will still need to pay a portion of these fees.
  • Reduction/exemption of certain taxes for those with a disability
    Those with a disability can have certain taxes/fees such as the motor vehicle tax, light motorvehicle tax, and NHK broadcasting reception fees reduced or exempted. They can also receive deductions for municipal tax, prefectural tax, income tax.
  • Discount system for those with a disability
    Discount of fares for public transportation, etc.
  • Motor vehicle renovation subsidy
    Those who are physical disabled can receive a subsidy for making their motor vehicle more accessible for them to drive. *Income and other restrictions apply
  • Subsidy for motor vehicle renovations, etc. to help take care of someone with a severe disability
    Those that share the same finances with someone that has a severe disability and renovates their motor vehicle, etc. to make it more accessible for them or buys a motor vehicle with said accessible features can receive a partial subsidy for doing so. *Income and other restrictions apply
  • Home accessibility remodeling for those with a severe disability
    A subsidy to partially cover remodeling costs can be provided to those that have lived in Gifu City for one year or more and have remodeled their home to make it more accessible for anyone in their household that has a severe disability.

Main consultation support services

Those with a disability or their guardian/care giver can receive comprehensive or specialized consultations depending on the needs of the individual to give them the information or advice they need.

These consultations provide social support in terms of finding employment, forming lifestyle habits, and self-managing daily life in order for those with a disability to become able to search for employment.

Independence support and everyday life consultations for those with a disability

These consultations can help those with a disability or their families with applying for various services, etc. in order for them to live their lives to the fullest. Staff members with a disability can provide consultations and support.
Home visit consultations are also available to individuals that need one.
