Individual Number Card (My Number Card)
Every person living in Japan with a residence certificate (including foreign nationals) has an Individual Number (12 digit number) assigned to them.
One Individual Number is issued per person that has a residence certificate in Japan, that, in principle, will never change.
Those that illegally obtain other people's Individual Numbers and provide them to third parties without proper justification will face punishment.

Individual Number notices
Individual Number notices are used to inform people of their Individual Number.
However, these cannot be used to certify that the Individual Number belongs to you or used as a form of identification.
Individual Number Card Issuance
These will only be issued to those who apply for them.
They can be issued at the Citizen Affairs' Division and at each city hall branch office.
What you can do with it
- Use as a form of identification.
- Print certificates at convenience stores
- E-tax filing (external link)
- Use as a health insurance card.
- Access to Mynaportal

Things to be aware of
These cards have expiration dates.
You cannot use a card if it is expired.
What to bring when being issued an Individual Number Card
- Documents to prove your identity (two kinds)
- Notification card (for those that have one)
- Individual Number notice (for those that have one)
- Basic resident register card (for those that have one)
- Personal seal (one that uses red ink)
- Individual Number Card
(for those requesting a reissuance for reasons other than losing their previous card)
Fees
Those being issued a card for the first time can receive it for free.
Where to apply
Where you can apply for a card depends on your address.
You can only apply for an Individual Number Card at the location(s) that your municipality has designated.

Regarding My Number Card Facial Recognition
Card that does not require a PIN
Those interested are welcome to apply.
You can apply at the Citizen's Division of Gifu City Hall. (including branch offices)
What you can do with it
- Use as a form of identification.
- Use as a health insurance card.
CANNOT be used as/for
- Use with the Mynaportal
- Print certificates at convenience stores
- Other proceedures conducted online
etc.
How to apply
- For first time Individual Number Card applicants/recepients: can be applied for at the time of initial registration.
- Those who already have an Individual Number Card but wish to switch to one that utilises the facial recognition feature: applications are accepted at any time.
